Advocate Rapolu Bhaskar has filed a Public Interest Litigation (PIL) seeking the implementation of mandatory breath analysis at every polling station during elections. The PIL aims to address the rampant issue of alcohol distribution and consumption during elections, which compromises the integrity of the democratic process. Bhaskar contends that introducing breath analysis can deter malpractices, ensure fair elections, and uphold the sanctity of the electoral process.
In his petition, Bhaskar highlighted that alcohol distribution has become a common tactic employed by political candidates to influence voters. This practice not only undermines the principles of free and fair elections but also creates an environment of coercion and manipulation. Voters under the influence of alcohol are more susceptible to exploitation, leading to compromised decision-making and undue influence over the electoral outcome.
Bhaskar argued that conducting breath analysis at polling stations would act as a deterrent, discouraging political parties from distributing alcohol to gain electoral advantage. He proposed that this measure be implemented in coordination with law enforcement agencies and election officials to ensure compliance and transparency.
The PIL also emphasized the practical feasibility of the proposal, noting that breath analyzers are widely available, cost-effective, and easy to use. Bhaskar suggested deploying trained personnel at polling stations to conduct the analysis and ensure that individuals found under the influence of alcohol are not allowed to vote until they are sober. This would help maintain the decorum of the polling process and ensure that voters exercise their rights responsibly.
Furthermore, Bhaskar recommended including public awareness campaigns as part of this initiative to educate voters about the importance of maintaining sobriety during elections. He stressed that such measures would reinforce the credibility of the electoral system and restore public trust in the democratic process.
Advocate Bhaskar’s PIL seeks judicial intervention to direct the Election Commission of India and other concerned authorities to implement breath analysis at polling stations. This step, he believes, would be a significant stride toward eliminating corrupt practices and preserving the integrity of elections in India.
